+670b83f65). Only `docs/TOOLS.md` moved under row 66: row 245 rewrote the paragraph on what root reads in the
+host check. The cherry-pick had no conflict. `git patch-id --stable` of row 66's whole diff is 508bb684eade on
+both bases, and so is each file's own patch-id, TOOLS.md included. So row 66's hunks are byte-identical and only
+their context moved. The one test that names TOOLS.md, `packages/cli/tests/stack-release.test.mjs`, uses it in a
+message string and is in the singles list.
