+Both verdicts consolidated + identity-verified + exact-hash-bound (base b0d78d86, RC19-DELTA efcdd137, PLAN 8c72a5fb, rc18 lineage preserved):
+- Gate A re-review (terra) = GO (REREVIEW-rc19.md 73d28529; 8/8 PASS, 5 residuals closed, no 3rd class).
+- Gate B red-team (sol) = NO-GO, Case (ii) (REDTEAM-rc19.md 37c3f15f, 121L; no 3rd defect class, but B1/B2 residuals REMAIN OPEN after the final authorized within-class round).

+Gate A GO does NOT override an exact-bound Gate B NO-GO. This is the 2nd CONSECUTIVE within-B1/B2 red-team NO-GO (rc.18 b1b2f5f4 was the 1st). Per my pre-declared rc.19 tightened stop-condition, that is convergence-failure: the amendment loop is CLOSED. No rc.20, no interpretation, no contract adoption, no CI, no builder fanout (KBN-101/#771 impl PARKED), no source/deploy/DB/migration/Vault/live. Prior rc.18/rc.19 evidence grants NO transfer to any resumed path.
