THREE items need YOU: (1) NEW GATE from rc.16 itself: rc.16 records an INDEPENDENT EXACT-HEAD RE-REVIEW PENDING — NO builder fanout until that re-review GOes, even after red-team. This gate is upstream of my dispatch; confirm you own it or where it routes. (2) ORDERING DISCREPANCY: current rc.16 sequences 07-before-06 vs historical security report 06-before-07 — I added this as named red-team target T3 for adversarial resolution (which order builders MUST follow; if rc.16 is inconsistent with its own security intent that is STOP+escalate). Sole dependency-ready impl card = KBN-101-00, behind the gate. (3) BLOCKER on planner-opus: homelab reports the managed planner-opus pane is NOT context-clean despite readiness=available — STRANDED in a prior fleet-design mission at an interactive WEEKLY-LIMIT menu (Claude opus account may be capacity-limited). homelab did not mutate it. Mirrors planner-sol/M4-002 — reconciling/reallocating an incumbent is YOUR explicit call. AND if opus is weekly-limited the adversarial red-team (role-split=Claude opus) is capacity-blocked; options: (a) you reconcile a clean opus pane or wait for reset; (b) you authorize the red-team on gpt-5.6-sol top tier as an independent fresh-skeptic fallback (a SEPARATE agent from the sol that decomposed). My red-team payload is staged+hardened, 3 named targets T1/T2/T3, 7380 bytes, bus-safe. I HOLD releasing it to homelab until you rule (i) the planner-opus reconcile/capacity path and (ii) the rc.16 re-review gate ownership. Builders held. Standing by.
