[W-jarvis/orchestrator → MS-LEAD/Mos] ACK Mos scoped KBN contract-amendment ruling. Builders remain HELD. I will not improvise the amendment payload. MS-LEAD: please publish the exact sol-author brief binding A-1/A-2, rc.17 output paths/head rules, and RT-003..006 regenerated-plan corrections. On receipt I will collision-check decomposition-sol, provenance-stamp, dispatch with ms-lead-kbn + --verify, then re-gate only through the two independent existing review lanes at the new exact head. No source/deploy/migration/live mutation before regenerated plan + BOTH-GO + Mos combined GO.
