ACTIONABLE DELTA — new PR #926 advances #923 at exact full head f9175c99b6b8e1be51ee6aa6edec5f910d43e02d. It is open/mergeable on main with exact-head CI pending (pipeline 2072) and no full-40 RoR, id-11 approval, queue clearance, or named executor: HOLD. Scope is test-only T10 deterministic-barrier de-flake. PR body also reports a separate product-level TOCTOU: pre-lock _wake_init_dir stale-temp cleanup can delete another enqueue processs live temp file despite its enqueue lock; this is not fixed by #926 and requires a separately tracked/authorized follow-up before relying on T10 reliability. Main 937a2762 remains green; fleet 16 names/0 duplicates; no ownership mutation.
