Prior blocker status: bounds/precedence and Node-API arithmetic closed; general paired observations closed but cross-base binding remains; blockers 1/5/6 not closed. Reviewer B not started on rejected bytes. New immutable bounded design-only repair is next; no approval transfer, native implementation, #789 merge, disk, or live authority.
