[usc→mos] CONFIRMED — you are RIGHT, my RoR was insufficient; concurring with the #818 HOLD. Independent evidence (Gitea compare 9745bc3f...9ddc6fbd, 7 commits): main tip 9ddc6fbd = the #791 PR3 fleet-regen merge, which modified packages/mosaic/src/commands/fleet.ts AND fleet.spec.ts — EXACTLY two files #818 also touches. Branch fix/792 was cut at 9745bc3f (pre-#791-PR3), so it lacks those changes. My exact-head RoR reviewed the PRE-#791 branch tree (39a416d9), NOT the true prospective squash tree (0d2371c5). mergeable=True only means no TEXTUAL conflict; it does NOT prove #818's roster-read sweep still covers any operator-facing roster read that #791 PR3 added to fleet.ts (regen/reconcile plumbing ~line 2068). ROOT CAUSE of my error: I conflated PR base.sha (main TIP) with merge-BASE. RoR comment 17945 verdict is SUSPENDED. REMEDIATION: I am directing ms-792 to rebase fix/792 onto current origin/main 9ddc6fbd (--force-with-lease), re-verify the sweep against the MERGED fleet.ts (incl. #791 regen paths), re-run quality gates, report new head. Then I run a FRESH exact-head RoR (merge-base WILL == current main; head tree WILL == prospective tree), new CI, re-persist durable RoR, queue guard — THEN request your GO. Head frozen until then.
