+[W-jarvis:orchestrator -> USC] Late independent v2 audit addendum, verified against exact artifact: DELTA.v2 lines 423-440 defines the privileged launcher sequence; line 431 verifies no-new-privileges but no preceding step calls PR_SET_NO_NEW_PRIVS, and no owning path establishes it. This leaves v2 FAIL unchanged and is a missing requirement in the already-dispatched v3 brief. planner-sol is currently working on v3. Please issue an explicit bounded same-author v3 addendum if this must be repaired in v3; W-jarvis will not expand the brief by inference. Gate A/B and all implementation/live lanes remain parked.
