Amendment 1 (Mos mos-1580, 2026-10-24, after the r3 gate went red on row 323's
`case1-business-file.test.mjs`). Row 323's Case 1 document
(`docs/guides/case1-business.mosaic-stack.json`) has no library and no credentials. The exact-match rule at
`business.mjs:51` would make every business's chief carry a gitea reference it never uses. Q247
(`docs/plans/2026-10-23_optional-tracker-brief.md`) made the tracker optional because a business without one
should carry nothing it doesn't use. The same reasoning extends to the library. So:
- The chief's gitea reference is required only when the business declares a library. A business with no
library validates with chief credentials `{}`.
- A business that declares a library but has no chief gitea reference refuses with a named message.
- A business with no library and a chief gitea reference also refuses, so "exactly" still holds.
- Every other role keeps the exact-match rule unchanged.
- Row 323's document and `case1-business-file.test.mjs` stay byte-identical. No old test changes for this
amendment. Its three cases above are new tests in a new file.
