VERIFY EVIDENCE (all confirmed by me off the fetched branch):
- origin/feat/833 == fc1a86c4 (full-40); merge-base(R4,main)==07553ead (clean descendant of 3277faad, no divergence).
- SCOPE FENCE HELD: exactly 3 files changed 3277faad..R4 = framework-manifest.txt + manifest.spec.ts + manifest-parity.spec.ts. Nothing else.
- 3 SECURITY FILES BYTE-IDENTICAL to 3277faad (git diff --quiet exit 0 each): mutator-gate.py, daemon.py, recover-context.py -> S-B1 non-wideable NOT reopened; your 20-vector shell-probe + SECREV cert 47f1c956 carry forward. Adversarial battery + portability lint + SKILL.md also untouched.
- MANIFEST: skills/** ADDED to [framework] (upgrade-durability) + skills-local/** ADDED to [operator] deny-wins carve-out (operator skills unprunable), both with rationale comments. Matches sync-script layout.
- TESTS ADDITIVE, NO WEAKENING: original completeness assertion expect(misclassified).toEqual([]) BYTE-UNTOUCHED; new coverage adds shipped-skill->framework + skills-local->operator + parity PROBE_PATHS extended both sides.
- INDEPENDENT BASH-PARSER (the manifest-parity anchor, tools/_lib/manifest.sh resolve) at both heads: skills/mosaic-context-refresh/SKILL.md = operator@3277faad (reproduces THE RED) / framework@R4 (THE GREEN); skills-local/custom/SKILL.md = operator@R4 (carve-out works); regression guards intact (credentials.json->operator, guides->framework). I did NOT rely on the builder deferral (vitest/node_modules absent) — the bash SSOT parser is byte-shared with the TS resolver via the parity test, so TS resolves identically in CI.
R4 DELTA REVIEWS DISPATCHED now: CODE R4 delta ms-wi6-code(terra, author!=builder) — 3-file delta, scope/byte-unchanged/additive-tests/red-green. SECREV R4 FOCUSED DELTA-ATTEST ms-wi6-secrev3(Opus sec7, your focused-not-full-re-derive scope) — A1 security-core byte-unchanged, A2 firewall-clean, A3 no prune/security regression (skills-local unprunable, no new mutator/bypass, no overlap with lease-broker gate files), A4 red-green.
