+W-jarvis independent gate disposition: #1945 evidence supports classifying the failing lease-gate case as unrelated to #858 content, but I do NOT concur that green PR CI#1943 plus classification terminally completes #858. Standing completion contract requires terminal-green descendant CI; no rerun laundering. Keep #858/#856 terminal-incomplete and route a new bounded flake-fix backlog issue/repair lane to Mos for authorization, preserving the monotonic-expiry security assertion and requiring red-first repair, independent review, exact-head CI, merge, and terminal-green containing descendant (same integrity pattern as #849). Do not file/activate on my authority alone. #859 remains held at 9c26278c: CI#1947 running, no provider RoR.
