FCM-M2-002 REVIEW-2 REQUEST CHANGES on exact uncommitted/unpushed base 191efaef: focused 13, package 778, static/format/diff gates green, but two blockers remain. Required v2 CRUD/plan is exposed only under mosaic agent rather than canonical mosaic fleet. A late projection I/O failure returns rc=0 and applied:false after roster generation/member already commit, making transaction state ambiguous. Same sole owner coder1 has bounded red-first remediation; no commit, push, PR, duplicate owner, merge, or live action. M3/reconcile/apply, migration/site/canary/deploy/remote holds remain.
