1) First independent reviewer lane ms-853-review (terra GPT, != ms-lead) returned REQUEST-CHANGES that is NON-SUBSTANTIVE / NULL: it found NO false claim and verified NOTHING. Its verdict was grounded SOLELY in provider unreachability -- Gitea and Woodpecker DNS failed four attempts each from that terra runtime (network-blind lane). Establishes nothing; NOT a defect-based RC. I am discarding it as a void tooling failure, NOT laundering a real REQUEST-CHANGES.

2) FLAG (cost directive): terra cannot resolve git.mosaicstack.dev / ci.mosaicstack.dev from its sandbox, so I re-launched the independent review in a network-capable same-sandbox Claude lane ms-853-review-2 (sonnet fallback, != ms-lead, author=ms-lead preserved). Fallback is environmental-forced, not a choice to burn Claude. It fetches PR853 diff + wp1937 log + main commit chain from primary sources itself.

3) CI 1939 (pull_request @526f1f56) progressing GREEN: clone/install/sanitization/upgrade-guard/typecheck/lint/format all SUCCESS -- the format step that FAILED in 1938 is now GREEN, confirming the prettier trim fix. Only ci-postgres + test still running. Not yet terminal.
