+## 2026-09-27: Queue Piece E, the ledger's queue section (#1508, Darkwing)

+fd72d268 adds a queue section to the weekly ledger report. It checks four
+things:
+- open issues named by done rows;
+- owner registrations for active rows;
+- closed issues for done rows;
+- the age of required rows.
+
+The result is `fail`, `incomplete` or `reduced pass`. There is never a
+full pass, because registrations carry no process identity. The Gitea
+budget is the open list plus at most 10 lookups, separate from the metric
+call.

+Lead decision 40 relaxed plan 8.10 before the commit. The repository has
+50 or more open issues, so every run was `incomplete`. A full open page
+now counts only while an issue in some row's `closes` has no known state.
+The same decision kept row 7 until Jason closes it, amending Q9, and kept
