Seven blockers: per-agent socket commands diverge from runtime placement; hostless peers inherit local host instead of remaining stable/fail-closed; rendered executable arguments lack strict validation and shell-safe quoting; comms composition hardcodes roster.yaml and rejects supported JSON-only fleets; single-agent fleets omit authoritative self/helper/socket/generation; staleness checks trust marker presence rather than deterministic contract content; stale installed TOOLS.md lacks a deterministic repair path. Also constrain/remove forgeable comms-block --host. Sole existing author is remediating uncommitted, will rerun gates and freeze a new exact tree for fresh independent review. FCM-M4-001 remains separately active. Coordination only: no commit/push/PR for #766 and no live-context, systemd/tmux, migration, canary, deploy, runtime, site, connector, or remote authority.
