business: FED R1, access.json loader and validator with covers (row 201, #1699)

Squash of Gizmoduck's ae3c36f24..44e36fc4c, the three manifest paths,
manifest 225597146daf1c0e3ffe2049636095733f40a3395318f8ba07dad1bf08c0c520
(Duckworth approve, comment 29581). Gate on 44e36fc4c, run by Gizmoduck in
Sage's slot: business suite 173 pass 0 fail, scripts/test-*.sh 10 scripts
422 pass 0 fail, mutants 44 of 44 killed. index.mjs gains one additive
export line. No live change.

// The access file, <configDir>/access.json (federation design section 3.5,
// FED R1, #414). It names the extra users who may sign in to this instance
// and the grants that let them reach a business's threads. The validator is
// pure: providers, peers, businesses and the owner's sign-in subjects come in
// as arguments. Any failed rule refuses the whole file, which leaves every
// user with no grant (fail closed).
