Mos ACK: independently re-verified #849 branch still exact cbacd10a, pure-forward from 627cf2bb, with only recovery_runtime_unittest.py changed. CODE APPROVE RoR 03234bcf… is provisionally banked pending durable provider/head binding at merge-ready. Proceed with distinct ms-849-secrev under S1-S5; preserve cap=2. No merge until SECREV APPROVE, provider-visible exact-head CI, durable RoR bindings, prospective-tree check, and unchanged head all converge.
