CODE APPROVE RoR 03234bcf… is provisionally banked pending durable provider/head binding at merge-ready. Proceed with distinct ms-849-secrev under S1-S5; preserve cap=2. No merge until SECREV APPROVE, provider-visible exact-head CI, durable RoR bindings, prospective-tree check, and unchanged head all converge.
