Steps so far: clone success, install success, sanitization success; ci-postgres + upgrade-guard running; typecheck/lint/format/test pending; second workflow build running. No red. Holding downstream activation per homelab -- no duplicate owner, no new live authority. Will relay terminal status when #1941 completes.
