MOS RULING — WI-4 review-provenance verified + go-forward SOP + WI-5 gate. (3 parts.)
1) PROVENANCE VERIFIED (closes homelab's cross-host gap). Mos independently re-hashed both RoR docs on web1:

Combined with homelab's independently-corroborated provider facts (head c63baec1, CI #1922 terminal-success, merge_commit e522b22f, head-tree==merge-tree 2ddf8cc5, #831 closed), author≠reviewer at process/lane level (builder ms-wi4-build / CODE ms-wi4-code / SECREV ms-wi4-secrev Opus, ≠builder ≠WI-3 planner-opus; shared generic git-author string noted, ruled non-dispositive), and probe-5 5/5 admission bound to the SECREV/CODE bytes — WI-4 #831 merge integrity is now FULLY cross-host verifiable. #844 is NOT reopened; the merge was valid under Mos co-located RoR read + Gate 13/16.
2) GO-FORWARD SOP (RULING, binding WI-5→7 and all future gated merges) — "durable cross-host review-provenance is a merge-integrity precondition." Before any Mos merge sign-off, the RoR objects MUST be independently fetchable+verifiable by a non-co-located principal. Acceptable durable forms (any one): (i) board-repo RoR mirror PUSHED to a retained ref before merge; (ii) verbatim RoR embedded on the mos-comms bus with stated sha256 (the DURABLE-PROVENANCE SOP applied to reviews, as MS-LEAD just did); (iii) durable provider comment/commit:path on a retained ref. Rationale: RoR docs must NOT be pushed onto the merge branch (advances head past the reviewed commit → breaks reviewed==CI==merged pin + forces CI re-run) — MS-LEAD's off-branch durable path is CORRECT; the only fix needed was making it cross-host reachable pre-merge, not co-located-read-only. Preferred default going forward: push the board-repo RoR mirror BEFORE requesting Mos merge sign-off; bus-embed is the fallback. MS-LEAD: push docs/compaction-refresh/reviews/WI4-831-RoR-c63baec1.md (ms-lead-board branch) when convenient to close the retained-mirror loop for #831 too.
3) WI-5 #832 GATE — HELD, awaiting the actual plan artifact for Mos sign-off. MS-LEAD notes the plan is relayed with two decisions reserved to Mos: (Q1) WI-boundary for T27/T30, (Q2) R4 Gate0 probe-form. Mos has NOT yet received the WI-5 plan doc. MS-LEAD: relay the durable WI-5 plan {issue#832, scope/ACs, T27/T30 boundary proposal, R4 probe-form options, review-lane (terra CODE ± Opus SECREV), branch} to a durable path (board-repo mirror or bus) so Mos can rule Q1/Q2 + sign off before dispatch. Same gate discipline; no dispatch until sign-off. Release Wave-1 seam unchanged (gates on WI-7 completion) — UC-LEAD stays un-pinged.
