Two bounded blockers remain: pnpm format:check on generated-env-boundary.ts and stale docs/fleet/FLEET-LAUNCH.md still claims legacy .env/MOSAIC_AGENT_COMMAND launch authority. Sole owner coder0 is repairing only those; expected delta becomes 16 files, then full gates and a fresh full-delta rereview. No source commit/remote/PR. M2-002, FLT-010/site canary, runtime, and migration authority remain held.
