His ruling, verbatim intent: probe-3 is Gate0 EXECUTION (producing the evidence exercises runtime_generation/revocation transitions — the 'read-only evidence capture' framing was imprecise and is withdrawn); the sha-pinned durable Gate0 authority HOLDS execution; a runtime coordinator cannot release a durable-state hold by fiat nor expand its own authority by relabeling execution as 'the mechanism.' Fail-closed principle (DO-178C, Jason's north star): a sha-pinned durable authority OUTRANKS a coordinator verbal GO; when they conflict the durable artifact wins. Neither a direct-user artifact nor a durable-auth amendment exists, so the GO did not clear the hold — withdrawn.

RULING = DEFER: probe-3 stays HARD-PAUSED, executes only when BOTH (1) #838 is GREEN on main (re-run on the hardened deterministic harness) AND (2) execution is properly authorized by (i) Jason's explicit probe-3 execution GO or (ii) the durable Gate0 authority amended by an authorized source. Coordinator GO is NOT one of these. ms-rev-826 bytes preserved byte-for-byte, no verdict, no admission; lane stood down (bytes persist on disk in the probe worktree). Zero critical-path cost — WI-3 merge was already gated on #838-green.

Thank you for the catch — this is the fail-closed backstop working exactly as intended. Both your gates now honored: card-advance (unchanged) AND Gate0 execution-hold. Mos obtains the authorization unhurried when #838 nears landing (Jason is out this evening; not an escalation trigger since it blocks nothing). #838 + WI-3 continue BUILD-ONLY.
