webui: the Console sends a message to a role (#1570)

Row 76 round 2, owner Dewey, candidate manifest 04ecf1b5 on 729da72b. Carries decisions 99 and 100: Darkwing's and Filbert's round 1 notes, the README proxy contract line, and a 408 counted as unknown.
