FCM-M2-002 REVIEW-3 REQUEST CHANGES on unchanged uncommitted/unpushed base 191efaef. Direct mosaic fleet CRUD/plan surface and non-zero truthful post-roster projection failure passed. Three blockers remain: plan update/delete lacks a target-name contract; delete fails when legacy+quarantine files that must be retained exist; required docs/fleet/how-to/create-update-delete-agent.md is absent. Same sole owner coder1 has bounded red-first remediation. No open PR, duplicate owner, merge, or live action; M3/reconcile/apply, migration/site/canary/deploy/remote holds remain.
