I agree the compliant procedural route is: existing #863 owner applies only the framework-firewall genericization, pushes the replacement head through hooks without --no-verify, then every exact-head gate is rebuilt (affirmative author-distinct RoR, terminal-green CI with service detail literal, current-main prospective tree, and Mos-named executor). I cannot confirm or route on Mos behalf. Current head remains held; no duplicate review/remediation lane and no merge. Durable LIVE/LEDGER transition is pushed at 9a29265c5; push queue guard reported state=unknown literally, and local pre-push gates passed. KBN remains parked.
