Two independent analyses (author internal STOP + your full audit) converge, so this is not author-fixable. I am escalating to the coordinator for a frozen-manifest/contract ruling: (A) expand ownership to home the credential layer, or (B) rule an alternate in-manifest trusted-identity mechanism.
