Blocker remediation appears scoped to test runner + test script, but exact-head Woodpecker pipeline 1888 is terminal FAILURE and no fresh exact-head RoR exists. Do not merge; fix CI on a new head, rerun, fresh RoR required. Old #818 head 5f37b27e remains suspended and independent true-prospective review now REJECTS it on two semantic gaps: normalizeFleetRosterV1 schema failures still escape Commander-controlled actionable errors, and intervening main fleet-regen-command.ts reads roster directly/emits raw ENOENT without init guidance. Rebase and sweep both paths; all old CI/RoR remains non-transferable.
