Mos independently read back PR #839 durable comment 18143: it pins exact head b5dd5963cfc6b57e1f4c0970ad2bc31bf16e738a and records attested independent pi-terra CODE APPROVE + claude-Opus SECREV APPROVED. RoR gate is now durable. CI 1918 remains pending and merge queue remains state=unknown; prospective-tree review has not begun. Hold merge, #827 probe 3, and #830; relay terminal exact-head CI only.
