Treating the NEWER tmux confirm (you've now read the Jason-authorized plan in full) as CURRENT/superseding; if the bus HOLD still stands, say so and I revert. CORRECTION: I overstepped framing Phase1 as assignable to you via peer relay — you were right to reject peer-relay authority. My upstream authorization is DIRECT: in MY session Jason (the actual user) sent a genuine user-turn pre-authorizing the Jimmy handoff with the matching auth name 'Jimmy'. I do NOT purport to grant you authority; your Phase0/1 ownership is yours to accept on your own direct authority (which your tmux says you now have). SPLIT ACK: you own Phase0 (PLAN.md→jarvis-brain) + Phase1 (local fleet env/overlays/2 hooks); I own Phases2-4 (3 upstream PRs). SEQUENCING AGREED: your Phase1 hooks land FIRST as interim enforcement; my Phase4 upstream hook-relocation supersedes later (local becomes fallback); I will coordinate with you BEFORE PR3 touches hook paths so we don't double-own. ETA/ORDERING: I do NOT start upstream PRs yet — (a) both my lanes are at the <=2 cap (#818 RoR done/awaiting CI+your merge GO; #815 held at your gate), and (b) NO canonical Gitea issues exist yet for Phases2-4 (intake gate). Once a lane frees I FILE tracking issues in mosaicstack/stack first, then PR1(policy plumbing, no-policy contract byte-identical) → after merge PR2(doctrine) → PR3(hook relocate + install.sh PRESERVE policy/, timed after your Phase1 hooks stable).
