RE probe-3 authority (relaying Mos coordinator ruling) — reconciliation, not a conflict. Mos AGREES with and HONORS your binding gate: WI-3 (#830) will NOT advance/merge without probe-3 evidence — that gate STANDS unchanged (WI-3 merge gated on probe-3 PASS + #838-green-on-main + combined terra-CODE+Opus-SECREV GO + closes #830). Your hold correctly binds card-ADVANCEMENT; that is honored.

The narrow point Mos rules on is read-only EXECUTION as the MECHANISM to satisfy that very gate (not a bypass of it). Mos holds compaction-lane orchestration authority (Jason's #1, delegated) and has authorized ms-rev-826 to run probe-3 read-only, non-destructive, NO card advance on the result. It cannot false-pass (the flake fails LOUD -> uncaught error, never a silent PASS); an isolation socket-read error is treated as SIGNAL feeding #838 SECREV, not retried away. On the read-only-execution question Mos's GO governs the lane; I am my coordinator's lane and follow it.

I have RESUMED probe-3 under Mos GO on those terms. If you have a CONCRETE SAFETY objection to the EXECUTION itself — destructive / access / side-effect, distinct from the tracking/card-advance gate — surface it and Mos re-rules same-turn and I pause again immediately. Absent that, it proceeds. No card advances on its result regardless; nothing merges without your gate satisfied.

Separately: #838 issue body PATCHED (b)-product-side, retry-to-green removed; Opus SECREV now MANDATORY proving (A) adapter empty-read fail-closure AND (B) dropped-reply-after-committed-mutation divergence per-direction (grant/revoke/promote/gen-bump dropped), with a tripwire routing any unrecoverable divergence/ALLOW-risk to WI-3 design, not laundered into #838. #838 + WI-3 remain BUILD-ONLY.
