fix(bus): hold every quote fallback to the room (#797)
The oversize and unresolved ask-PM notices were appended without checking the room left by the lead, so a lead with 0-130 bytes left pushed a 972-task request past exec capacity (E2BIG at 131,086). quoteBlock now returns at most max(room, 0): the full notice, the 47-byte short line, or nothing. Tests sweep rooms -3..160 for both steps and run a 972-task lifecycle that must still exec. BUILD-LOG appends a correction to the r4 limits (40,774 / 88,234).

R3 encoded-budget correction (#797 D3, 2026-11-06, MVP3 lead): r2 review P2 found the raw 16,384-byte budget let JSON/control escaping grow one quote to ~98 KB, so stateBlock+continuation reached 142,978 bytes and the runner's MOSAIC_REQUEST exec failed E2BIG. request-continuation.mjs now applies QUOTE_BUDGET=16384 to JSON-encoded title+text bytes (same escaping as the rendered records), cutting on whole code points so no escape splits; later ids stay listed and the truncation/ask-PM notice is set by the render-time cut. broker CONTINUATION_QUOTE_BUDGET stays as a raw pre-bound and now also flags a title-only cut. Tests: two budget tests rewritten for encoded bytes, one control-escaping growth test, one execution-boundary regression (50-task state page with 250-character CJK titles + maximal escaping, runner stateBlock/turnRequest, /bin/sh spawn with MOSAIC_REQUEST). Negative control on 50a8d1a43: 3 of 4 new tests fail, boundary test E2BIG at 142,978 bytes. Fixed: request-continuation.test.mjs 40/0/0; bus+harness whole suites 1851 pass/0 fail/0 skip, Node v24.22.1; git diff --check clean. Evidence: /mnt/storage/scratch/mosaic-lead/mvp3/req-texts-r2-fix-evidence/. Local commit only; no push, merge or live action.

R4 request-space correction (#797 D3, 2026-11-06, MVP3 lead): r3 review P2 found the quote serialized every cited task reference and record field outside the 16,384-byte title+text budget; 800 valid references plus the real 50-task state page made a 144,399-byte MOSAIC_REQUEST and exec failed E2BIG. request-continuation.mjs now derives the room from the host exec limit (REQUEST_ENV_MAX 131,056 = 131,072 minus "MOSAIC_REQUEST=" and NUL), the worst-case state page (STATE_BLOCK_MAX 40,724 for 50 tasks) and a 2,048-byte turn frame, leaving CONTINUATION_BODY_MAX 88,284. The quote gets that minus the lead. It charges the record skeleton for every requirement first, so every cited id stays listed; titles then texts fill min(16,384, remaining) with whole code-point cuts; task references fill what is left and the rest are counted in tasks_omitted; the truncation/ask-PM notice is kept. If even the skeleton does not fit, the block is replaced with a one-line ask-PM notice. Negative control: the three new tests against b3ee8a2bc's renderer fail 3 of 43 (800-reference case E2BIG at 144,399 bytes); with the fix the whole file passes 43/0/0. Bus+harness sweep 1853/1/0: the one failure is harness claude-session.test.mjs row 66 (scripted reply order), outside this diff; the whole file alone failed once and passed once on rerun, recorded as a pre-existing flake. Follow-up not fixed here: the lead (intent evidence with state.tasks and events) is itself unbounded, so a request with roughly 4,500+ tasks still exceeds the exec limit with no quote at all; that needs a file transport for MOSAIC_REQUEST or bounded intent evidence in its own row. Local commit only, awaiting independent r4 review.

Correction to the R4 request-space entry (#797 D3, 2026-11-06, MVP3 lead): the stated limits were off by 50 bytes. STATE_BLOCK_MAX is 1024 + 50 * (2 + 41 + 1 + 750 + 1) = 40,774, not 40,724, so CONTINUATION_BODY_MAX is 88,234, not 88,284. The code was always computed from the expression; only the prose was wrong. The "roughly 4,500+ tasks" follow-up threshold is also wrong for the real fixture: with two evidence event ids per task, the lead alone passes the 88,234-byte static body budget at about 972 cited tasks (92,363 bytes), and the bare request there is 130,955 bytes, 101 bytes under the 131,056 exec limit.
R5 quote fallback room (#797 D3, 2026-11-06, MVP3 lead): r4 review P2 found that both ask-PM fallbacks (oversize 131 bytes, unresolved 153 bytes) were appended without checking the room. A lead with 0-130 bytes left grew the body past CONTINUATION_BODY_MAX, and the real 972-task lifecycle case went from a 130,955-byte request that execs to 131,086 bytes and E2BIG. quoteBlock (now exported and outside createContinuations) holds every outcome to max(room, 0): the full notice when it fits, else the 47-byte "Ask the PM for the approved requirement texts." line, else nothing. That includes the final over-room check on a built block. New tests: a sweep of rooms -3..160 for push_working and review_verdict with both the unavailable and the oversize quote, checking the exact notice choice at each boundary; and the real 972-task lifecycle case (the shared manyCitedTasks helper, now also used by the 800-task test) asserting no fallback is appended and the request execs. Negative control in a scratch worktree at 2297d532e: both new tests fail, 972-task E2BIG at 131,086 bytes (the boundary sweep fails on the missing export there). With the fix the whole continuation file passes 45/0/0 on Node v26.12.1. The unbounded lead stays the recorded follow-up (file transport for MOSAIC_REQUEST or bounded intent evidence); in this fixture it reaches E2BIG on its own just above 972 tasks.
