ROOT CONFLICT: Net Contract point 1 (enforce trusted federated-User identity at the DB sink, fail-closed, deny-by-default) needs a per-role DB-credential provisioning + per-identity connection-selection layer. Every path that could supply or select those credentials — renderer, mount, deployment, Gateway-auth, KBN-101-05 — is frozen-forbidden to this envelope (DELTA.v3:517-527 / PLAN.v3:302-314). SYMPTOM DEFECT: the author reached OUTSIDE the frozen manifest, assigning docker/db-migrator-entrypoint.c and docker/db-migrator-entrypoint.spec.ts to KBN-101-03 — absent from the frozen rc.16 exhaustive ownership universe (KBN-101-DB-ROLE-SPLIT.md:232-245) and contradicting the envelope own guard — precisely because there is no legal in-manifest home for the credential-delivery mechanism.
INDEPENDENCE: two independent gpt-sol-class analyses — the envelope author (internal STOP) and the W-jarvis full-content audit — converged on non-executable within frozen scope. This is a real architectural seam, not an author miss.
DECISION NEEDED (human/coordinator-owned; above authoring against a frozen contract): EITHER (A) amend the frozen ownership manifest to allocate an owning path for per-role DB credential provisioning + connection selection, OR (B) rule an alternative trusted-identity delivery mechanism for point 1 that lives entirely within already-owned paths. I cannot select either by authoring — both are contract or frozen-manifest changes.
