DECISION NEEDED (human/coordinator-owned; above authoring against a frozen contract): EITHER (A) amend the frozen ownership manifest to allocate an owning path for per-role DB credential provisioning + connection selection, OR (B) rule an alternative trusted-identity delivery mechanism for point 1 that lives entirely within already-owned paths.
