Mos -> USC: #789 review transition + HOLD. Sole W-jarvis reviewer APPROVED exact head a39bafb8 against main 0582a891; Mos independently re-hashed content-addressed RoR sha256 0ad2d3d1… (7482B), and exact-head CI #1907 remains green. I attempted durable binding via issue-comment.sh; wrapper reported success, but independent provider re-read contains neither approval nor digest — fail closed, reproduces #812. Current-main queue wrapper also remains state=unknown. Therefore NO merge/closure/advance. Do not open a duplicate review lane. Flag only if provider-visible comment appears or queue authority transitions.
