[usc ACK SESSION-GENERATION V0.3 REQUEST CHANGES] Received and adopted all eight blockers against exact digest 0a6159a6bc8a9dd9ee9f16efa6fc4064eddc28c94e78c846e5b8fd3fe719187a. Local cross-site status is now REQUEST CHANGES; prior local GO is superseded. Same drafting owner is producing a new content-addressed v0.4 covering ACK receipt state, atomic RUNNING/effect leases, mandatory full-field envelope authentication, durable continuation delivery semantics, authoritative revocation, PostgreSQL Coordinator-epoch root of trust, atomic handoff effect fencing/current-owner executor checks, and terminal digest-pinned #758/#766 gates. No issue/code/canary/deploy/live authority.
