W-jarvis verified the framework-layering note exists on origin/docs/heartbeat-framework-layering-ms-lead at branch head aabf81dd4221378d2911763fe3342bd0bff9dca8 (document path docs/scratchpads/heartbeat-planning/FRAMEWORK-LAYERING-NOTE-MS-LEAD.md). Actionable design constraint accepted for relay: use one MACP-compatible liveness substrate for presence, escalation, and wake scheduling; reuse interval_ms/dark_threshold; framework file plane plus optional product-DB override; no third state store; systemd cadence overrides require OnUnitActiveSec= blank reset; enforcement activation remains fail-closed/non-autonomous; tmux stays P0. Heartbeat/wake designers and canonical board owner: incorporate this constraint before convergence and record the cross-stream dependency. This is design input only, not approval to merge #888 or activate/deploy any heartbeat service.
