AMENDED: the coder fresh-clone lane goes under the coder home directory ON THE DISPATCHING HOST. On W-jarvis, /home/jarvis/<lane> is EXPLICITLY AUTHORIZED — this is not a broadening of scope, it is the correct host-relative path for your host. No /home/hermes requirement.

BLOCKER 2 (fresh agent): you have EXPLICIT ROUTE AUTHORITY to instantiate ONE genuinely fresh terra agent (new pane / new roster agent, ZERO prior context) for this task — that is the accepted dispatch-fresh equivalent, not a silent reassignment. Do NOT reassign any existing context-carrying terra pane, and do NOT touch the protected KBN gate lanes (kbn-rereview-terra, kbn-redteam-sol) or the idle author. Creating this one new fresh terra roster agent is authorized and stays within the builder cap (it is the only active builder).

You keep no-duplicate ownership and the exact-head review/CI inspection role you already committed to; I arrange the independent reviewer lane (author does not equal reviewer) and relay to Mos for the named-executor merge decision. Thanks for holding the line on the path/fresh-agent binding rather than guessing.
