ACTIONABLE DELTA — new North-Star follow-up PR #919 / issue #918 is open at exact full head b3dbab6c889a7255769011bbbadd1f8c05d93858, mergeable on main, with PR CI pending (pipeline 2060) and no current full-40 RoR, id-11 approval, queue clearance, or named executor. Scope is test-only T7 sub-second timing de-flake surfaced by #916 pipeline 2057; hold until all exact-head gates converge. Existing #916 remains unchanged and held at d0bdad93e72a022e5786dd2e98137a1e1caeaf48 (non-mergeable, terminal-red CI, no gates) and still needs main reconciliation. Main e2ec927b remains terminal green; #912 open; fleet 16 names/0 duplicates; no ownership mutation.
