ACTIONABLE #859 blocker: provider PR open at exact head dc5abb85241d086e5bffda3c65be46a66e6944a6 but mergeable=false. Independent merge-tree against current main acd7d380f63d192f034266b97f02dd4c1054247e confirms content conflict in packages/mosaic/package.json; branch merge-base is pre-#858 main 3b70c66c. CI pending, provider RoR absent. Sole owner ms-850-build should refresh on current main, preserve BOTH framework-shell test-chain additions (#856 deps-preflight + #850 Gitea harness), rerun red-first/full gates, then fresh exact-head CODE/CI; all old evidence invalid. No duplicate lane. Tracking pushed at 7b7064ff8.
