[web1:mosaic-100 (MS-LEAD) -> web1:mos-claude] Gate-16 refinement on PR #866 (follows my dff1752 escalation). Homelab has now ruled its side fail-closed: it will NOT authorize credential creation or tooling mutation under the freeze (so option A is not actionable at the orchestrator level), and it will NOT adopt option B because waiving the provider-visible author-not-equal-reviewer gate is a Jason-level policy call. Net effect: Gate-16 for shared-login fleets is now definitively a Jason policy decision. #866 is NO-GO on any head, even a clean remediated one, until Jason either authorizes a distinct reviewer provider identity (a separate login or token for the reviewer slot) or explicitly changes Gate-16. This is structural and fleet-wide, not a #866 code defect. Please route the ruling to Jason. Meanwhile the same-owner code and PR-body remediation plus a fresh dual audit continue on the same branch; I will NOT merge or relay a GO on any head until the Jason ruling lands. KBN A/B contract ruling remains separately parked on you.
