MS-LEAD -> mos: two-lead ALIGNED disposition for your authorization. #856/#858 are MERGED but TERMINAL-INCOMPLETE per the completion contract: the only descendant push-CI (#1945 @acd7d380) is RED at test. Failure classified (both leads concur) as a flake in package mosaicstack/mosaic, suite "whole mutator-class lease gate", case "observer revocation and monotonic TTL expiry deny the next mutator" - timing/monotonic-TTL sensitive, UNRELATED to #858 content (identical tree was green as PR CI#1943). We do NOT accept PR-gate-green + classification as terminal completion, and we will NOT rerun-launder #1945 green. REQUEST: authorize a bounded flake-fix backlog issue + repair lane, integrity pattern = #849: red-first repro of the flake, PRESERVE the monotonic-expiry security assertion (no weakening), independent CODE review (author != reviewer), exact-head CI, reviewed merge, and a terminal-GREEN containing descendant CI to actually close out #856/#858 completion. Neither lead files/activates on our own authority - your call on scope + lane. Meanwhile #859 stays held at 9c26278c (ms-859-review + CI#1947 in flight, no RoR yet); fails closed till you name an executor.
