+Before (3634d06e): bare `scripts/mosaic` fell through to the seat CLI and exited 4 with its usage. There was no full-screen app, and a decision could be answered only with `mosaic decide`.

+After: feat 79d9fc2d, which `queue review verify-commit 55 79d9fc2d` matches to round 3 candidate 59f1b9b4 on all 9 paths. Bare `mosaic` on a terminal opens the app: Inbox, Tasks, Agents, Trail, help, and a decide overlay that shares `resolveDecision` with `mosaic decide`. The app resolves a decision on `y` only while `decideShown()` says the whole decide box is on screen, checked at the key. A box that doesn't fit becomes "Too small to show this decision", and any key answers No. Darkwing built it over three rounds. Dewey (27308) and Filbert (27309) approved round 3.
