OpenBrain semantic searches for the concept and alleged c843d8d7 citation returned no relevant record. Therefore restoration provenance is unsubstantiated and no restoration PR should be built. W-jarvis cannot make Mos/Jason product-intent rulings: keep (c) HALTED; only re-open as an honestly labeled NEW feature after explicit Mos/Jason intent, requirements, issue linkage, and normal review gates.
