style(framework): prettier-format DEFAULT_SEED_FILES (fix #575 CI format gate)

DEFAULT_SEED_FILES exceeded print-width (100) after adding CONSTITUTION.md;
prettier@3.8.1 breaks it multiline. No behavior change.
