Cut @mosaicstack/mosaic 0.0.49 (release) so the RM-03 CI queue-guard fix reaches the release/latest channel via the normal upgrade path.

Context

  • #1032 (ci-queue-wait.sh → 482 lines / 5 ASSERTED_NOT_READY) is merged to main but reaches no installed host: mosaic upgrade reseeds framework from the installed npm package's bundle, and no published package carries the fix.
  • Validated end-to-end on dragon-lin (bypass): install-drift 273/0 → 482/5; block-property proven via exit-code A/B (evidence: jarvis-brain docs/reports/security/2026-08-02-rm03-guard-validation.md).

This release

  • Bump 0.0.48 → 0.0.49 on main; publish.yml ships to the latest dist-tag.
  • 0.0.49 (release) supersedes the 0.0.49-next.16660 prerelease lane by semver.
  • Then dragon-lin moves off the next lane onto latest and upgrades normally → 482/5 guard via the real path.

Not in scope (separate Phase B): reconciling the next branch (152 commits behind main; +10 next-only federation/installer commits).
