The unit packages/mosaic/framework/systemd/user/mosaic-lease-broker.service exists on main but is referenced by neither tools/install.sh nor framework/install.sh (confirmed). Bare launch fails 'lease broker registration failed; runtime launch denied' until systemctl --user link + enable --now by hand. Needs an owner in installer/init/wizard. Found by greenfield install test on fomo-lin (Debian 13, node 20.19.2, main). Log: branch greenfield/fomo-lin, docs/reports/greenfield/fomo-lin.md session 2. Reported by scooby, triaged+code-confirmed by fred.

Fresh live confirmation (2026-08-13): on web1, systemctl --user show mosaic-lease-broker.service reports LoadState=not-found, and the canonical /run/user/1001/mosaic-lease/broker.sock is absent. The host-global lease hooks are present, so existing sessions now fail closed. This confirms the installer/service-ownership gap remains operational, not only greenfield-theoretical. Related live-wedge findings: #1201 and #1202.
