wizard: exits 0 after gateway health failure in existing-install flow #1120

gateway-config.ts:388-393 returns {ready:false}; wizard.ts exits 1 in some flows (~392,~402) but NOT the existing-install path — prints 'Fix the underlying error above, then re-run' and exits 0. Scripted flows read that as success. wizard.ts DIFFERS on next — re-verify post merge-forward. Found by scooby greenfield test (fomo-lin, main). Filed by fred on scooby's behalf (scooby's usc_mos token lacks issue-write scope).
