Commissioned by Jason (2026-08-13): AGENTS.md must document the branch-handling process so every agent knows the route — what is required, sequencing, responsibilities, whether contributions target main or next first, and the merge/promotion process. Motivated concretely by the #1152 divergence (goal controller landed on main, absent from next).
