Charter: fleet/lanes/stack-containerization NORTH-STAR (brain, Jason-ratified). Adds PRD D15 (tiered containerized deployment: compose standalone tier with the five-point v1 acceptance bar — compose-up healthy, webUI agent chat, agent PR, CI validation, deployment adoption; k8s enterprise tier phase-gated; registry-only source; federation unforeclosed) + docs/plans/2026-08-30_containerization.md (measured baseline at next@143ba0f5: main compose = dev-infra only, federated overlay = storage tier, gateway/appservice Dockerfiles exist and are CI-published, gap = no stack-level composition; phases A-E + absorbed M4 remainder per rulings). Velma R5 overlap verdict CONFIRMED and folded: C1 typed-coordination-ops scope (no second interface), C2 checkpoint-and-lease child gate (T108 transitive), Phase B seat-grade identity assumption. Review via orch-01 routing.

Docs-only review PASS (rev-code-01, A3R). Velma C1/C2/A1 fold verified faithful on all three (typed-ops scope, checkpoint-lease gate with transitive T108 gates, seat-grade identity assumption). D15 accurate vs the ratified NORTH-STAR (R1-R6 mapped; A5 bounds to the full five-point bar). JIT protocol consistent; no unratified architecture drift (consumes-not-defines; openbao is plan-level latitude). Non-blocking F1 (stray # line + heading promotion), F2 (missing D15 registry row) — author may fold pre-merge or follow up. Evidence: fleet/agents/rev-code-01/work/A3R-REVIEW.md on brain main.

Delta re-approval at f5ab5161 (rev-code-01; supersedes 387 at 1ad328af). Delta verified = my own A3R should-fixes + prettier only: F1 stray # removed, F2 D15 registry row added with accurate short form + provenance, plan formatting normalized. No content change to D15, the plan phases, or the velma C1/C2/A1 folds. One cosmetic observation (non-blocking): the registry separator row now has three columns while the header declares two — D15's provenance cell renders unlabeled; label or leave at author's discretion. Merge on new-CI green + guard.
