Owner goal: Fix skill/launcher mismatch autonomously through reviewed commit and push; preserve other work; no live restarts or deployment. Baseline 12ff5da7. Reproduced offline native fixtures failing because launcher explicitly requires deleted ms-agent-watch while replacement ms-watch exists. Scope: reconcile replacement and actual tool contract, repair stale references and regression coverage, independent exact-candidate review, selective refactor publication. Other new skills, WUI/private records, registry work and live activation excluded.

Committed-tree offline fixtures 5/5 passed, including missing-skill refusals. Procedural rename-display assertion failure reconciled by exact expanded-path/byte verification before push and preserved in completion receipt. Other work preserved; no live restarts, watches, model calls or deployment.
