Draft the implementation charter for the first registry increment per the fully resolved plan (docs/plans/2026-09-03_auth-provider-harness-registry.md, all gates owner-resolved 2026-09-10). Increment scope: packages/mosaic auth/provider/harness domain foundation with registry schemas and validation; pi pin 0.85.1; no live credentials, no deployment. Charter requires owner approval before implementation begins.

Increment 1 implemented, independently reviewed, published. packages/mosaic registry schemas/validation/read-only CLI (15 tests), pi pin 0.85.1, suites green with one pre-existing baseline task failure. Round-1 review caught uncommitted worktree contamination (sage agent hunks); fixed and re-approved at e5a9a05b before push. Published through 54460974; remote verified. Awaiting Jason charter-acceptance before increment 2 planning.
